Proposed federal grant programs could boost e-scrap recovery

Two bills before Congress provide millions of dollars in funding for recycling efforts, including recovery and processing of electronics.

The Realizing the Economic Opportunities and Values of Expanding Recycling (RECOVER) Act (H.R. 5115) establishes a grant program to support recycling infrastructure, programs and education. Eligible infrastructure projects could improve sorting and separation of recyclable materials, which the bill defines to include household electronics.

The RECOVER Act, which was introduced on Nov. 15, provides up to $500 million in matching grants to state and local governments.

A week after the RECOVER act was introduced, lawmakers introduced the Recycling Enhancements to Collection and Yield through Consumer Learning and Education (RECYCLE) Act of 2019. Introduced on Nov. 21, this bill, S.2941, would authorize spending up to $15 million per year over five years for recycling education and outreach grants.
