Producers of apparel and textiles sold in California have until July 1 to register with Landbell USA, the state-approved producer responsibility organization (PRO) under the Responsible Textile Recovery Act of 2024, or face fines of up to $10,000 per day for non-compliance.
CalRecycle selected Landbell USA, a subsidiary of Germany’s Landbell Group, as the sole PRO under the law in February 2026. Registration is live through the company’s Circul8 platform and takes an estimated five minutes. The 2026–2027 fee is a flat $1,000 per producer, funding the mandatory statewide needs assessment.
“We are honored to take on this historic responsibility,” Patrick Gibbs, executive director at Landbell USA, said in a statement. “California is setting a global precedent for textile sustainability. Our goal is to provide a seamless, transparent and highly effective program that requires producers to fund a product stewardship program for the covered materials they put into the California marketplace, while providing Californians with accessible options for textile recovery.”
The law applies to companies with more than $1 million in annual global sales that sell covered apparel and textile products, including clothing, bedding and towels, in the state. Full implementation, which includes eco-modulated fees, is targeted for 2030.
The deadline approaches despite an ongoing legal challenge.
The American Apparel & Footwear Association (AAFA) filed a petition in March contesting CalRecycle’s PRO selection, arguing Landbell USA does not meet core statutory requirements, including that the PRO be producer-led and structured as a nonprofit. Landbell USA describes itself as a 501(c)(3) nonprofit in its press release announcing the selection. AAFA initially supported the law when it passed in August 2024. A hearing on a preliminary injunction is set for Aug. 7.
