Washington designates CAA to lead EPR implementation

Emerging US EPR programs spark harmonization talks

Circular Action Alliance (CAA) has added a sixth state to its growing producer responsibility portfolio.

The Washington Department of Ecology designated CAA as the approved producer responsibility organization (PRO) to oversee implementation of the state’s Recycling Reform Act, which covers paper and packaging.

The selection positions CAA alongside a now-familiar cast of state programs. The organization already holds approved PRO status in California, Colorado, Maryland, Minnesota and Oregon, making Washington the latest addition to a multistate EPR network that has expanded rapidly over the past couple of years.

CEO Jeff Fielkow said CAA is focused on translating that cross-state experience into practical results for Washington producers.

“Our role is to help producers meet their obligations under the law by building a coordinated, efficient program that supports innovation, accountability and responsible packaging stewardship,” Fielkow said. “Drawing on our experience implementing EPR programs in multiple states, we are focused on delivering practical, consistent solutions that work for Washington’s recycling system.”

Under the Recycling Reform Act, CAA will support producers in navigating compliance requirements, including reporting obligations, fee administration and meeting established recycling and reuse targets set by the state.
