The California Department of Resources Recycling and Recovery (CalRecycle) decided stewardship group Carpet America Recovery Effort (CARE) did not achieve a 24% or greater recycling rate or meet requirements in its 2018-22 plan and has been referred to CalRecycle’s Waste Permitting, Compliance and Mitigation Division for potential enforcement.
