Western Europe already has mature electronics recovery markets, established WEEE systems and substantial processing capacity. The bigger changes are happening before equipment reaches the waste stream.
Across France, Belgium, the Netherlands and Germany, more value is shifting to companies that gain control of assets early. These include lessors, resale platforms, logistics providers and lifecycle managers. Processing remains important. More value is now being captured before equipment reaches a recycler.
Research conducted by Compliance Standards in France, Belgium, the Netherlands and Germany during June 2026 found the same pattern in all four markets. The details vary by country. Financing relationships, recommerce channels, cross-border routing and access to infrastructure assets increasingly determine where equipment is processed and remarketed.
Infrastructure creates a future asset stream
Cloud and artificial intelligence infrastructure is expanding across the region. Amazon said in May that it plans to invest more than €15 billion ($17 billion) in France between 2026 and 2028. The commitment covers logistics, existing infrastructure, operating expenses, and cloud and AI capabilities. Amazon did not disclose the amount allocated specifically to data centers. Google, Microsoft and other technology companies have also announced major French infrastructure projects.
Additional data center capacity is being developed in Belgium, the Netherlands and Germany. The Paris-Brussels-Amsterdam-Frankfurt corridor is becoming a major concentration of servers, storage arrays, networking equipment, batteries, and power and cooling systems.
This construction will eventually produce substantial decommissioning activity. The timing remains uncertain. Refresh cycles can change, operators may keep equipment longer for economic or geopolitical reasons, and grid constraints could delay projects now under development.
The equipment will not enter resale channels as one uniform stream. A series of factors that include residual values, export rules, security requirements, component demand and the availability of buyers will determine how much of it becomes profitable ITAD volume.
A large, concentrated asset base is taking shape. It could produce recurring, high-value projects within a relatively compact corridor. Access to those projects will not automatically follow from owning processing capacity.
Product rules move closer to the asset
National electronics recovery systems still differ across France, Belgium, the Netherlands and Germany. France includes repairability and durability in its consumer product rules. Belgium reports reuse alongside collection. Dutch reports separate equipment prepared for reuse from material recycling. Germany’s circular economy strategy calls for better resource use and keeping materials in the economy longer.
EU rules are adding a common layer. The Ecodesign for Sustainable Products Regulation establishes a framework for digital product passports. Rules for each product category will determine what must be recorded and when. The EU has also adopted common rules promoting the repair of certain goods.
ITAD companies already provide chain-of-custody records and enterprise reporting. The next contest is over control of the product and lifecycle data attached to each asset.
Digital product passports could give manufacturers, lessors, repair networks, resale platforms and lifecycle providers access to the same product record. Their market impact will depend on who can view and update that record, and whether enterprise disposition data becomes part of it.
Implementation will be gradual and will vary by product category. Digital product passports remain at an early stage for electronics reuse. They could still influence who controls routing, repair and resale.
New capital is coming through adjacent businesses
New capital is also entering the sector through businesses outside traditional ITAD. In the Netherlands, Waterland-backed Circular IT Group has grown through a series of acquisitions. BNP Paribas 3 Step IT uses financing and leasing relationships to reach equipment throughout its lifecycle. Both models secure access to assets before a disposition project goes out for bid.
Infrastructure investors have also entered the broader recycling market. Macquarie Asset Management and British Columbia Investment Management Corporation agreed in 2025 to acquire Renewi in a deal valuing its issued and to-be-issued share capital at approximately £707 million ($816 million). Renewi operates in several European markets and has included electronics recovery capacity through the former Coolrec business.
France has developed differently. Back Market and other consumer recommerce platforms have helped shape pricing and demand for refurbished devices. Their reach affects residual-value expectations and the economics available to upstream refurbishers, even though they do not perform the same work as enterprise ITAD providers.
Belgium gives more weight to logistics, reuse organizations and cross-border routing. A company that controls collection and documentation may determine an asset’s destination without owning the final processing facility.
Meanwhile, Germany remains more influenced by large waste-management groups, leasing companies and nonprofit reuse operators. Despite its size, it has not followed the acquisition pattern seen in the Netherlands.
Each model secures asset access differently. Leasing companies use financing contracts. Recommerce platforms bring buyer demand and pricing. Logistics providers control collection and routing. Industrial groups rely on physical infrastructure and established feedstock relationships.
Collection rates say little about commercial ITAD
National WEEE collection rates provide limited information about enterprise ITAD activity. France, Belgium, the Netherlands and Germany use different institutions, reporting schedules and calculation methods. Their headline rates do not provide a reliable comparison of commercial opportunity.
Collection rates across the four countries are calculated differently and should not be used to compare their commercial ITAD markets. EU-wide rules do not create a single European ITAD market. Registrations, reporting systems, operating requirements and authorized treatment structures remain national. Assets cross borders more easily than compliance systems do.
The competitive field is changing
Traditional ITAD providers in Europe now compete with leasing companies, logistics specialists, recommerce platforms, manufacturers and software providers. These companies reach equipment at different points in its lifecycle. Many are trying to control the asset before it becomes an open-market disposition opportunity.
Processing capacity will remain essential as data center equipment enters refresh cycles. It may provide less control over feedstock when a financing company, remarketer or logistics provider already owns the customer relationship or determines the asset’s route.
U.S. investors looking at Western Europe will find four markets moving in the same general direction, but with different ownership structures and routes to assets. The Dutch acquisition model cannot be applied automatically to France, Belgium or Germany. Processing capacity is only one part of the assessment. Asset access often begins earlier, through financing, logistics, recommerce and established enterprise relationships.
