The recent approval of the federal government�s 459-page budget included a $1.6 billion cut in spending for the U.S. Environmental Protection Agency. This represents a 16 percent reduction, and returns the EPA to budget levels of about five years ago.

A compromise over funding for recycling programs in Wisconsin appears to be emerging as lawmakers and state officials work out a proposal that would require and financially support efforts by local governments to divert recyclables from landfills. However, a coalition of recycling organizations is leery.
