PC shipments were flat in the second quarter of the year, according to just-released data from market research firms Gartner and International Data Corp.

The U.S. Occupational Safety and Health Administration has issued 14 citations against Austin, Texas-based processor Electronic Recycling and Trading Co., following a combustible dust explosion earlier this year.
